Chuck Moore, author of Forth, designs CPUs in his kitchen. Not FPGAs, fast small silicon. It takes some funding to get a fab run, but if you have a chip, funding shouldn't be too too tough. Chuck's stuff is weird, but it screams. So the means to make it exist. How big is another matter. I like to think Microsoft, for example, is an unfortunate (for the rest of us) fluke.
