cached arp entries would be my guess as well.
i think it's `arp flush' to clear the cache on the file server
and `echo flush >'#a/arp/ctl' on the cpu server.

would implementing the timeout have helped?
the usual one tends to be fairly big,
to avoid arping when nothing changes for days,
if not months, and you'd then have been wondering
why things suddenly worked after 5, 10 or 20 minutes
(if you'd had the patience).
the system could watch for ip/ether mapping clashes though,
and realise something wasn't quite right.
