there is a package in ftp://ftp.cs.york.ac.uk/plan9/kbmap.tgz
that provides an initial version of small changes to /sys/src/9/pc/kbd.c
and a new /sys/src/9/port/devkbmap.c to allow the keyboard
maps to be set for non US keyboards.  there are instructions in
the README in the package.
